South Africa office
The OPM SA office was established in July 2008 with the registration of an external company in South Africa and the appointment of a senior consultant based in Tshwane (Pretoria). The office is based close to our clients, within close proximity to the central business district of Pretoria and with easy access to all main highways and routes to Johannesburg, Midrand and Oliver Tambo International Airport.
We believe that the commitment to and drive for socio-economic rights and development in the Southern Africa region will continue to demand a range of expert inputs and that OPM with its deep sectoral knowledge and experience and capacity across the policy cycle (from problem identification and diagnostics to policy development, policy implementation and monitoring and review) can effectively complement the approaches and substantial skills already in place in South and Southern Africa.
OPM South Africa People
The SA office is headed by a senior consultant and economist, John Kruger, who has extensive academic and government experience in social policy, public finance management and economic and social development. John was joined in 2010 by Rhodes/ LSE graduate and former ODI fellow to Tanzania, Samantha Dodd and two recent economics graduates from the University of Cape Town, Boipuso Modise and Fidelis Hove.
Daléne Uys is the Pretoria Office Manager with extensive experience in project management and procurement and a strong orientation to building business systems and processes.
In growing our support for governments and funders in the Southern African region, OPM South Africa draws on:
- The substantial capacity of our Head Office in Oxford and country offices in Pakistan and India;
- A growing number of Tshwane based employees that reflects the diversity and talents of the people of Southern Africa; and
- An extensive network of research associates and partner organisations. We look forward to expanding our links with appropriate consulting, research and academic organisations to enable us to respond adequately to client needs in diverse projects.
OPM Work in Southern Africa
In its initial phase the SA office provided support to social policy projects in Moldova and Zambia and a large education reform project in Nigeria (ESSPIN). The office was involved in a mid-term evaluation of the DFID funded Strengthening Analytical Capacity for Evidence Based Decision Making Programme, implemented by the South African Government.
The SA office was part of the OPM team supporting the National Treasury on options for hospital funding (led by Dr Tim Ensor as part of the EU-funded Financial Management Improvement Programme II) and participated in a mid-term review of the implementation of the SA National Strategic Plan for HIV & AIDS, led by Health and Development Africa. OPM is a member of a consortium, led by the Economic Policy Research Institute, undertaking an impact evaluation of the Child Support Grant for the Department of Social Development.
Other recent and current OPM projects in the Southern African region include:
- An Evaluation of the Retirement Systems of 15 SADC countries, funded by FinMark Trust, the Department of Social Development and the International Social Security Association, led by Alex Hurrell and John Kruger;
- An impact analysis of the work of the Public Sector Accountability Monitor (Grahamstown) in the health sector in the Eastern Cape (with Alta Folscher for the International Budget Partnership);
- Development of a social budget for South Africa, to be funded by the Department of Social Development, led by Matthew Powell and John Kruger with support from the Centre of Analysis of the South African Social Policy (CASASP) at the University of Oxford;
- Work on financial inclusion in a number of countries and for a range of clients, including FinMark Trust, led by Robert Stone and the Economic Policy Programme in Oxford;
- Support to the Zimbabwe Ministry of Finance with budgeting and budget reform led by the Public Sector Finance and Management Team;
- A Health Public Expenditure Review in Lesotho by Tomas Lievens, Alex Manu and Mike Naylor from OPM’s Health portfolio;
- Work on sustainable financing for AIDS in Swaziland, Lesotho and Botswana led by Tomas Lievens, Tata Chanturidze, and Alan Roe from OPM;
- Work on statistics for the Mozambican government led by Patrick Ward and Mary Strode of the Statistics and Surveys team.
