OPM is a dynamic organisation that has grown robustly in recent years while maintaining its key specialist strengths. We are a group of economists, political scientists, statisticians, and public sector finance and management specialists from a variety of countries and professional backgrounds including academia, public administration, development agencies, think tanks and other consulting organisations. Our consultants are professionally respected in their specialist fields, with a reputation for combining intellectual leadership and rigour with the practical know-how and ability to develop solutions that work. We are united by a shared committment to poverty reduction and a belief that development agencies and their government partners can benefit from independent, high quality advice and technical support in order to ensure effective development policy and aid allocation.

We employ people who want to contribute to international development and poverty alleviation. Our staff, who work from our office in the centre of Oxford, provide the core capability for our work and have a range of relevant and complementary technical and professional skills. They are self-starters who deliver results by working collaboratively with their partners to find the best solutions.  Clients know that when they hire OPM for a large project, it will be managed and implemented by a project team that includes full-time OPM staff. This enables us to not only manage quality but to apply lessons from previous work and deliver an OPM product - a key feature of the way OPM works.

We are able to draw on an extensive network of external consultants, both international and local, to carry out specialist tasks on specific consulting projects. These include an inner group of OPM Associates - a carefully selected group of individuals in whom we have confidence and who share our values and purpose. We also have long-standing relationships with partner companies from both developed and developing countries. Thus, we are able to work with the very best international and local expertise.

Our consultants are supported by an experienced team of Oxford-based project administrators who look after the programming, logistics and contractual aspects of our consulting projects, ensuring that our consultants are able to keep focused on working directly for our clients. Our administration team are a key resource for effectively managing large and complex projects.

OPM, a private company, is owned both by our staff and by external investors, most of whom are individuals with interests that relate directly to our work.
