Improving access to services for the disadvantaged
Lack of access to services such as health, education, finance and social welfare is one of the biggest causes of social and economic disadvantage. OPM has a long track record of strengthening the delivery of services for the disadvantaged. Our health capacity reforms in Kazakhstan and our involvement in the EFTI educational programme in Nigeria are two examples. We have also played a leading role in increasing access to microfinance, among other initiatives.
Ensuring public resources target the disadvantaged effectively
Public resources fail to reach the disadvantaged for a variety of reasons including poor financial management and lack of accurate data about vulnerable groups. OPM has been at the forefront of developments in public financial management and is a leader in quantitative surveys. We recently used this expertise to target cash transfers at the most vulnerable groups in Moldova.
Creating macroeconomic conditions that offer opportunities for all
Identifying effective policy reforms and institution-building measures to foster pro-poor growth is critical to ensure that marginal producers and small entrepreneurs benefit from, and also contribute to, economic growth. OPM has considerable experience in private sector development, regional development and financial sector work, as well as macroeconomics. In Armenia, for instance, we developed a regional government model to facilitate inclusive regional economic growth.
Establishing results-based cultures that are accountable to all
Creating the right organisational structures, processes reporting systems and capacity in government, as well as incentives, is essential for efficient, transparent and result-based policymaking. OPM has extensive experience and expertise in these fields, from helping countries establish national statistical systems to aligning budgets with strategic policy objectives and facilitating organisational development and capacity building. Our work strengthening the governance, performance management and human resource management of the Government of St Helena’s public services is one example.
