Summary:
OPM designed, developed and delivered a learning programme enhancing the knowledge and skills of UNICEF staff necessary to leverage and influence national budget processes and deliver results for children. The overall purpose of the course was to enable UNICEF staff to become more knowledgeable actors on budget policy issues, and the course advocated sector strategies aimed at advancing child rights with line ministries, and ensured they were translated into budget allocations and actual expenditures. The objective of the learning programme was that all course participants be able to define the phases of the budget process, examine government budgets and translate this information and analysis into effective budget advocacy, perform or guide the performance of budget analysis and develop a budget advocacy plan in line with national macro-economic and fiscal frameworks and social protection policies and programmes.
