Summary:
DFID commissioned several papers to contribute to the continuing process of determining the future roles and structures of the Commonwealth Development Corporation. OPM prepared a paper that identified some of the key issues involved in private enterprises' access to and use of formal finance in developing countries. Subjects covered included: broad global tendencies in developing country finance; evidence about the constraints on private-sector development in order to position finance amongst these constraints; how enterprise-financing patterns in developing countries are affected by a variety of enterprise- and country-specific influences; selected empirical evidence about these financing patterns (including their differences across different parts of the developing world); and certain institutional issues of relevance to the future shape of enterprise financing, including the role of development finance institutions.
