Summary:
OPM was contracted by DFID to manage its scrutiny of Fiduciary Risk Assessments (FRAs) on a global basis for the period 2007 - 2011. FRAs are an integral part of DFID's country assessment procedures. They are completed by DFID country offices in order to determine the level of fiduciary risk and corruption risk in the countries concerned, and are used in determining the most appropriate modality for support, i.e. budget support, or support through other aid instruments. FRAs typically draw heavily on the most recent PEFA report and are substantially structured after the manner of those reports. The review carried out by OPM considered the extent to which the FRA conclusions are well supported by appropriate evidence, are consistent with background materials used, and follow DFID guidelines.
