Summary:
OPM supported the development of a Transparency and Accountability Policy for the GAVI to provide the framework for the fiduciary risk management needed to underpin the shift to more direct cash transfer programmes in support of strengthening health systems. The work included a review of existing donor agency experiences and best practices, consultation with key stakeholders (including at the country-level), development of a set of policy options, including detailed implementation guidelines to guide GAVI interventions in weak fiduciary environments and where misuse of funds was suspected.
