UNICEF Call to Action July 2011
In early July UNICEF and the Office of the High Commissioner for Human Rights issued a 'Call to Action' to prevent unnecessary institutionalisation of children in Eastern Europe and the CIS. The organisations are urging governments across the region to take into account the needs of children, especially those under the age of three, during budget allocation and the development and delivery of policies for social care services.
OPM has been contributing to the debate in this field since 2007 with a series of analytical reports commissioned by UNICEF to assess the progress of child welfare reform in Georgia, Moldova and the five CIS countries of central Asia using a common analytical framework.
