Summary:

Since assuming office in December 2002 the Government of Kenya sought to initiate reform in a wide range of areas. The Government was aware of the serious difficulties in the country's financial sector and quickly outlined a number of proposals for reform some of which were incorporated in the Economic Recovery Strategy (ERS) published in June 2003. This paper looks selectively at some of the issues encountered and outlines the main features of a possible strategy to address them.
