Title:
Working Paper 2009-02: An Integrated Approach to Policy Analysis – Practical Exercises for Political Economy
Date:
November 2009
Summary:

Political economy analysis is increasingly recognised as central to the formulation of sound policy strategies. In recent years different toolkits have been created to facilitate this analysis. However, a tool that may address the totality of the multiple dimensions involved in complex reform scenarios is still much needed. The Integrated Framework for Policy Analysis (IFPA) aims to fill this gap by providing a comprehensive approach to policy change and reforms processes. The result is a flexible, handy tool that explores the diverse focal points, and the links between them, within the policy-change process from the perspective of the agents involved in it. By analysing the incentive and motivation structures of actors taking part in policy and decision-making, IFPA may provide important inputs to understand better how and why policy choices are made and implemented.
