Julian is an independent consultant from New Zealand and Australia with over 20 years of experience in public policy. He specialises in evaluation, value for money, impact measurement, policy reviews, service and system reviews, economic evaluation, and evaluation capacity building.
In addition to running his own consulting company, Julian holds Honorary Fellowships at the University of Melbourne and Charles Darwin University, and is a member of the Kinnect Group, a professional cluster of New Zealand evaluators. His previous experience includes establishing and leading the New Zealand office of an Australian consulting firm, senior consultancy roles at KPMG, and policy positions with the Health Ministries of New Zealand and Canada.
Julian’s PhD research at the University of Melbourne seeks to enhance the evaluation of value for money in public services by integrating evaluative reasoning with economic analysis. With OPM, Julian has used this framework to develop a new approach to monitoring and evaluating value for money in complex, adaptive international development programmes.
