Albert is a senior consultant specialised in macroeconomics and public financial management within OPM's Public Financial Management (PFM) portfolio. Albert is an economist by training and has extensive experience in financial programming, the introduction of medium term budgeting frameworks, macroeconomic modelling, debt sustainability analysis, programme and results-oriented budgeting, and in strengthening the linkage between planning and budgeting. He also has good knowledge in monitoring and evaluation, logical frameworks and developing indicators. Albert has over 16 years of professional experience with a good understanding on the institutional and change management aspects of improving public finance management and public sector efficiency in ministries of finance and sectoral ministries. He is experienced in the application of problem-driven and politically informed approaches to policy reform.
He plays a leading role in the acquisition and effective delivery of new technical assistance projects and in strengthening OPM's portfolio of work with various donors (DFID, EC, WB and UNICEF). Albert has also managerial experience, managing international and multi-disciplinary teams in more than 15 countries.
He is currently a long-term PFM advisor/macroeconomist to the Angolan Ministry of Finance. Prior to that, Albert was the resident Team Leader in a DFID-funded Palestinian Governance Facility (PGF) Technical Assistance (£6.4m over 4 years), to improve public financial management processes and practices at the Ministries of Finance and Planning.
