Albert is a Senior Consultant specialising in public financial management within OPM's Public Sector Finance and Management (PSFM) portfolio. Albert is an economist by training and has extensive experience in the introduction of Mid-Term Fiscal and Expenditure Frameworks, results-oriented budgeting, review of budget classification codes and functional structures. He also has good knowledge in Monitoring and Evaluation, logical frameworks and developing indicators. Albert has a good understanding on the institutional and change management aspects of improving public finance management in ministries of finance and sectoral ministries. He plays a leading role in the acquisition and effective delivery of new technical assistance projects and in strengthening OPM's portfolio of work with various donors (DFID, EC, WB and IADB). Albert has also managerial experience, managing international and multi-disciplinary teams in more than 10 countries including Belgium, Guatemala, Indonesia, Luxembourg, Mexico, Morocco, the Netherlands, Occupied Palestinian Territories, Spain, Syria, and UK. He is currently the long-term Team Leader in a DFID-funded Palestinian Governance Facility (PGF) Technical Assistance (£3.2m over 3 years), to improve public financial management processes and practices at the Ministries of Finance and Planning.
