Georgina Rawle is an economist with 12 years' experience of working on education reform in developing countries, providing advice and training to officials in ministries of education and carrying out policy and research studies. Georgina has worked on many studies involving education expenditure, performance and value-for-money analysis. Her work on policy and programme development often combines policy-simulation modelling with an examination of public financial management systems and mechanisms for managing external assistance.

Georgina has strong quantitative skills and expertise in monitoring and evaluation. She has led several nationally representative education surveys, including public expenditure tracking and service delivery surveys. Georgina has also carried out large-scale evaluations of education policy initiatives, including demand-side interventions such as conditional cash transfers. Before joining OPM, Georgina spent three years working as a policy economist in the Ministry of Education in Malawi. She focused on policy reform, budget planning and management, and the development of a sector-wide approach. She has taught in secondary schools in both the UK and in Zimbabwe.
