Ian Ross leads the Water portfolio and is a Senior Consultant in OPM’s Social Policy Programme. He is an economist and WASH specialist, with particular interest in WASH economics and finance, as well as monitoring & evaluation. Ian previously worked for four years in WaterAid's policy team, leading a variety of policy research and advocacy work. This included supporting WaterAid's country programmes across Africa and Asia, as well as a secondment to East Timor. Ian holds an MSc Development Economics from SOAS, a Graduate Diploma in Economics from LSE, and a BA Classics from the University of Oxford.
Since joining OPM, Ian has managed a consortium carrying out operational research into the Value for Money of DFID’s WASH programmes in six countries, particularly focusing on cost-efficiency and cost-effectiveness. That project also involved the coordination of four nationally-representative household surveys in Africa and Asia investigating the sustainability of rural WASH services. In addition, he is managing a five-city study for the World Bank on diagnostics for faecal sludge management services, leading on the household surveys and political economy analysis. He is also supporting ongoing World Bank work on WASH poverty diagnostics.
