Biography

Andrew Kardan is a Development Economist with special interest in macroeconomic and aid policy, development planning (Poverty-Reduction Strategy Papers, Growth Strategy, and National Development Plans), public financial management and performance-based budgeting, monitoring and evaluation of policies, programmes and projects and institutional development processes. Andrew is currently evaluating a district statistical capacity-building programme and providing support to the joint budget support framework in Uganda and provided support to the Ministry of Finance of Zimbabwe in developing their 2010 budget. He is also contributing to a programme of support in reform of the Bureau of Statistics and Punjab Economic Research Institute of the Government of Punjab in Pakistan. Prior to joining OPM and as a Macroeconomic Advisor to the Ministry of Finance and Development Planning (MFDP) of Lesotho, Andrew provided technical input into the compilation and finalisation of the country's Medium-Term Fiscal Framework and provided policy advice to MFDP senior management  throughout the budgeting process.  He liaised with other stakeholders to ensure consistency with other programmes including the Medium-Term Expenditure Framework, Financial Programming and Integrated Financial Management Information Systems. Andrew also spent two years as an ODI Fellow in the MFDP of Lesotho, from 2006 to 2008, based in the Macroeconomic Management and Policy Division of the Department of Economic Policy.
