Biography
Andrew Wyatt gained over 23 years' experience in the UK public service as a policy adviser, manager, and trainer and facilitator before joining OPM. His experience includes working with permanent secretaries and chief executives on accountability issues, with the boards of public bodies to develop accountability mechanisms and improve corporate governance, with newly elected MPs to deliver an innovative induction programme after the 1997 general election, and with civil servants at all levels to improve policy processes and policy management. As an international consultant, he has supported major, multi-stranded public sector reform programmes in Grenada, Dominica and St Helena, health sector reform programmes in Cambodia and Georgia, and the design of the action plan and guidelines for extending a successful regional development planning approach nationwide in Armenia. He has managed teams of national and international consultants carrying out two functional review and institutional audit projects in Rwanda, has led the design of an independent policy research institute in Tanzania, and has worked with the Palestine National Authority to produce its first-ever national policy agenda. His experience also includes evaluations of technical assistance for economic management in sub-Saharan Africa, general budget support in Ghana, the national Poverty Eradication Action Plan in Uganda, and the governance programmes of the national government and international development partners in Guyana, as well as a major democratic governance and institutional assessment in Guyana.
