Biography
Andrew Kardan is a development Economist with special interest in macroeconomic and aid policy, development planning (PRSP, Growth Strategy, NDP), public financial management and performance based budgeting, monitoring and evaluation of policies, programmes and projects and institutional development processes. Andrew is currently evaluating a district statistical capacity building programme and providing support to the joint budget support framework in Uganda and has also provided support to the Ministry of Finance of Zimbabwe in developing their 2010 budget and is contributing to a programme of support in reform of the Bureau of Statistics and Punjab Economic Research Institute of the Government of Punjab in Pakistan.
Prior to OPM and as a Macroeconomic Advisor to the Ministry of Finance and Development Planning (MFDP) of Lesotho, Andrew provided technical input into the compilation and finalisation of the country’s Medium Term Fiscal Framework (MTFF) and provided policy advice to senior management of MFDP throughout the budgeting process and liaised with other stakeholders to ensure consistency with other programmes including the Medium Term Expenditure Framework, the Financial Programming and the implementation Integrated Financial Management Information Systems. Andrew also spent two years as an ODI fellow in MFDP of Lesotho (Sep 06- Oct 08) in the Macroeconomic Management and Policy division of Department of Economic Policy.
