Biography

Andrew has over 23 years' experience in the public service, as a policy adviser, manager, and trainer and facilitator. He joined OPM from the UK Cabinet Office's Centre for Management and Policy Studies at Sunningdale, where he specialised in supporting the learning and development of public sector leaders, working with senior officials and board members from across the UK on issues such as accountability, corporate governance and organisational strategy, and effective presentation skills. He has a long-standing interest in improving the tools and techniques available to those working in government on the formulation and evaluation of policy and the reform of public service delivery. Internationally he has worked with senior officials and Ministers from a wide range of countries on public sector reform and restructuring, policy development, institutional strengthening and governance issues. Since joining OPM he has been involved in the implementation of major public sector reform projects in Grenada and Dominica, and with institutional strengthening and capacity building in the Ministry of Health in Cambodia, organisational development of the Ministry of Labour, Health and Social Affairs in Georgia and donor coordination and harmonisation in Albania and Moldova.
