Biography
Andrew Wyatt has over 23 years' experience in the public service, as a policy adviser, manager, and trainer and facilitator. He joined OPM from the UK Cabinet Office's Centre for Management and Policy Studies (now the National School of Government) at Sunningdale, where he specialised in supporting the learning and development of public sector leaders, working with senior officials and board members from across the UK on issues such as accountability, corporate governance and strategy, and effective presentation skills. He has worked both in the UK and abroad on developing improved tools and techniques for the formulation and evaluation of policy, and the reform of public service delivery. Internationally he has worked with senior officials and Ministers from a wide range of countries on public sector reform and restructuring, policy development, institutional strengthening and governance issues. Since joining OPM the projects he has been involved in include the implementation of major public sector reform initiatives in Grenada, Dominica and St Helena, institutional strengthening and capacity building in the Ministry of Health in Cambodia, organisational development of the Ministry of Labour, Health and Social Affairs in Georgia, functional reviews and the evaluation of public sector reform in Rwanda, and donor coordination and harmonisation in Albania and Moldova. He has also contributed to evaluations of technical assistance for economic management in Sub-Saharan Africa, of general budget support in Ghana and of the national Poverty Eradication Action Plan in Uganda.
