Tony Hodges

Biography

Anthony Hodges is a development consultant specialising in public financial management (PFM), social protection, poverty reduction strategies, and institutional development and capacity-building. An economist, educated at Oxford University and the University of California, San Diego, he has more than 25 years experience in development, mainly in Africa.

Prior to becoming an OPM Associate, he was UNICEF’s Regional Advisor for Economic and Social Policy in West and Central Africa, where he led UNICEF’s engagement on policy issues concerning social protection, PRSPs, budgets and the financing of the social sectors (2007-09). He occupied a similar post in UNICEF’s China Office from 2005 to 2007.

This followed three years in Mozambique as OPM’s resident manager of a DFID-financed technical assistance programme to strengthen PFM in the Ministry of Planning and Finance (2002-05). His experience in lusophone Africa included also a post as Senior Policy Advisor for UNDP in Angola (2001-02) and two years as an expert in Angola’s Ministry of Planning and at UNICEF Angola (1996-98).

In 1991-2001, Anthony Hodges was a full-time consultant, working on a wide range of assignments for organisations including the World Bank/ACBF, UNDP, UNICEF, European Commission, AERC and UNOPS. Earlier in his career he was Africa Editor at the Economist Intelligence Unit (1982-87), a staff member of the UN Secretariat (1987-88) and programme officer in the Ford Foundation’s West Africa Office (1988-91).

Anthony Hodges is fluent in English, French and Portuguese.
