Charles Harper

Biography

Charles Harper leads the implementation admin group in OPM’s Social Policy Programme. Charles has extensive experience of financial and administration matters relating to small and large-scale projects throughout the world. He has knowledge of project cycle activities within the International Development sector, through the administration and financial management of projects for a range of clients including DFID, the World Bank and other European based clients. Charles has managed and administered the whole project cycle from planning through to implementation, budgeting, contract negotiation, management of suppliers, client liaison, and financial management. Previously he has worked in the UK’s Higher Education sector and within the area of technology transfer, marketing the commercialisation of scientific research from a leading British University.
