Biography
Clara is an economist with comprehensive experience in public financial management and budgeting gained as Technical Assistant to the Director General of the Nigerian Budget Office. As an ODI fellow, she worked on the integral preparation of the annual budget at the federal level, including elements of revenue and expenditure forecasting as well as the identification of fiscal risks. She holds an MSc in Economics from the London School of Economics where she obtained a distinction on her dissertation on the microfinance market.
Since joining OPM, Clara has been working in Zimbabwe assisting the Ministry of Finance in strengthening the budgeting process after a long period of hyperinflation. She has provided hands-on support and advice in the planning and prioritisation of the Government’s spending plans. Clara’s other work at OPM includes an evaluation of AusAID’s implementation of the Paris Declaration, case studies of large infrastructure PPP projects in Egypt and Mozambique, and budget analysis in Moldova and Tanzania.
