Biography

Clare O'Brien is a Consultant and project manager in poverty and social protection. She provides technical assistance to the design, implementation, monitoring and evaluation of social protection programmes. She also carries out quantitative and qualitative evaluations and data analysis in the wider social sector, including childcare, education and health. Clare's recent assignments in social protection in sub-Saharan Africa, eastern Europe and central Asia have focused on cash transfers (including a feasibility study, costing and impact evaluation) and social care services (including policy analyses, public expenditure reviews and programme evaluations). Her expertise in poverty monitoring includes the analysis of public expenditure tracking surveys, service delivery surveys and household surveys. Clare speaks English, Russian and French.
