Biography

Clare O'Brien is a consultant in OPM's Social Policy Programme who specialises in the analysis of issues relating to the delivery of services in the social sector, including in social protection, education and health, with particular expertise in monitoring and evaluation. Her skills in poverty analysis and monitoring include the implementation and analysis of public expenditure tracking surveys (PETS), quantitative service delivery surveys (QSDS) and household surveys, including in sub-Saharan Africa and Bangladesh. Clare recently managed the end-of-project evaluation of a large multi-country UNICEF project on the organisation's contribution to child care reform in central Asia. She coordinates the workstream on social services for DFID's three-year programme of support to the delivery of effective and sustainable social assistance services in Moldova. Clare is fluent in Russian and French.
