Biography

David Hoole is a specialist in public financial management (PFM) with more than 18 years' experience in advisory and managerial assignments in over 20 countries worldwide. He has worked in Africa, south Asia, southeast Europe and the CIS, the Pacific and in the Caribbean, providing advice on PFM to various governments and international development agencies. He has supported the assessment of PFM systems and reforms in many countries, including Afghanistan, Albania, the Kyrgyz Republic, Dominica, Pakistan, Bangladesh, Nigeria, Ghana, Tanzania, Uganda, and Zambia. He has also advised on and evaluated aid management, in particular general budget support. He has first-hand experience of PFM capacity building and institutional development in developing countries, most recently as Project Director for the Medium-Term Budgetary Framework Project in the Federal Ministry of Finance, Pakistan. David is an experienced leader of multi-disciplinary teams, used to working with public finance professionals, government officials, elected representatives and aid agency officials. He has contributed to the development of training and guidelines for several international development agencies. Between 2008 and 2010, he was a senior manager at the UK Audit Commission, responsible for the assessment of outcomes and value for money in public health, education, local government and community safety.
