David Hoole

Biography

David Hoole is an economist with 13 years experience of public financial management reform in developing countries, in particular the development and implementation of budgeting and governance reforms (including medium terms frameworks) in several countries including Bangladesh, Albania, Dominica, Russia, Palestine, Pakistan and Nigeria. He also has experience in the review of PFM systems and was involved in the development and testing of the PEFA PFM diagnostic introduced by the OECD/World Bank in 2005.  His experience includes macroeconomic and fiscal forecasting, public expenditure reviews and the analysis of general budget support. He has significant experience in the development and delivery of training courses in public financial management.  David has worked in over 20 countries in Africa, South Asia, the Caribbean, the former Soviet Union and elsewhere - including two long term assignments ministries of Finance in Papua New Guinea and in the Turks and Caicos Islands.  He is currently the director of the Pakistan Medium Term Budget Framework - a budgeting and governance reform project contracted by DFID on behalf of the Government of Pakistan.
