David Stafford

Biography

David Stafford has extensive consultancy and team leadership experience in the areas of private sector development, and infrastructure policy. For much of the past 20 years he has worked on privatisation in many forms, private sector participation in infrastructure, deregulation and demonopolisation, competition policy and regulation.  In recent years he has focused more on infrastructure policy, as well as conducting a number of project reviews and evaluations. He has worked in low income, high income and transitional economies.

David was a staff member of OPM from 2003 to 2008 and a consultant in Coopers and Lybrand (now PricewaterhouseCoopers), 1980-99, ending up as a Director.  Before that was an Economic Adviser for ODM/ODA (predecessors of DFID) from 1968-80.
