Biography

Ed Humphrey is a Senior Consultant and leads OPM’s Public Financial Management Portfolio. Ed has broad public financial management experience, with a specialisation in 'top-down' budget processes. In particular, Ed has extensive experience in macroeconomic forecasting, including the development and application of macro-fiscal frameworks and their integration into budget strategy. Ed has conducted a number of public financial management reviews and evaluations, as well as formal economic impact assessments of several projects and programmes.

Ed is an experienced project manager and is currently responsible for the successful management of a range of overseas projects, including a long-term project to develop a macroeconomic forecasting model for the Government of Uganda. Prior to joining OPM in 2007, Ed was adviser to the Office of the Budget of the Ministry of Finance in Guyana for almost three years. He has worked as a  Fellow under the ODI Scheme and as a freelance consultant to DFID, leading a project to improve fiscal sustainability analysis.
