Ed Humphrey

Biography

Ed Humphrey is a Consultant within the Public Financial Management Portfolio. Ed has broad public financial management experience, with a particular specialization in debt management and macroeconomic analysis. Ed joined OPM in October 2007 after completing almost three years as long term adviser to the Debt Management Division of the Ministry of Finance in Guyana. He has worked as a fellow under the Overseas Development Institute Fellowship Scheme and as a freelance consultant to DFID.

Ed has worked in a wide range of countries, most recently in Pakistan, where he developed a financial programming framework for the federal government to ensure a consistent approach to budget formulation, debt strategy and economic policy. Other examples of recent work include assessment of contingent liability risk in the Caribbean and development of sub-national economic policy and budget formulation in Moldova and Pakistan.  Ed has also been involved in a project to improve capacity in debt sustainability analysis in Guyana.
