Biography
Georgina Rawle is an economist specialising in education policy reform. She has worked extensively on education sector expenditure analysis and the development of policy options within realistic budget frameworks. Georgina has considerable experience of education budget management and expenditure planning techniques, including the use of Medium Term Expenditure Frameworks. She has also helped to design and establish sector-wide expenditure and performance monitoring systems. Her quantitative skills include the use of education simulation models and household survey analysis. She has led several large education surveys, including public expenditure tracking and service delivery surveys.
Before joining OPM, she spent three years working as a policy economist in the Ministry of Education in Malawi. She focused on policy reform and budget management, taking a lead role in the development of Malawi's education sector contribution to the PRSP and the Strategic Plan for HIV-AIDS. She has taught in secondary schools in both the UK and in Zimbabwe.
