Heidi Tavakoli

Biography

Heidi Tavakoli is a development economist, specialising in education financing. Before joining OPM she spent two years working in the Ministry of Education in Namibia as an ODI fellow where she was actively involved in financial planning for the sector reform programme. In Namibia she gained experience of developing ministerial financial frameworks through the use of simulation models and activity based costing techniques; developing, co-ordinating and implementing budget decentralisation reform processes; generating Medium Term Plans in line with sector plans and priorities; designing normative financing policies.
