John Channon

Biography

John Channon is a senior economist, specialising in Public Finance Management, with extensive experience in both academia and international consulting.  His work has covered all aspects of project management, including working as Director of International Projects for a UK company and Team Leader roles on a number of major assignments.  He has worked with most major IFIs (both multi-lateral and bi-lateral) on a wide range of projects, including those focusing on PFM and PAR, including PFM assessments. His work has covered the preparatory phase of multi-annual budgeting together with support to subsequent MTEF developments, improvement of budget preparation and budgetary processes, prioritisation and costing and closer linkages between budget and policy, as well as PFM appraisals for EU budget support within several FSU countries.

He has a broad range of technical skills, including the overall PFM system, but specifically budget preparation and execution, within the context of the move from annual to multi-annual budgeting, training in these areas, as well as the experience of working with mixed teams of both international and local experts. He is able to work in Russian.
