Biography
Katarina Kotoglou joined OPM in September 2004. She holds an MSc in Economics from the Stockholm School of Economics. Prior to joining OPM, she worked at the European Commission in Brussels and the United Nations in New York. As a consultant at OPM she has conducted a series of studies and assessments on aspects of aid policy and aid effectiveness.
This has included providing support to the Development Assistant Committee (DAC) in piloting the ‘Principles for Good International Engagement in Fragile States and Situations’, as well as preparing studies on aid allocation criteria and decision making processes of bilateral and multilateral donors. More recently, Katarina has reviewed the applicability of the Paris Declaration in fragile and conflict-affected situations, including an assessment of lessons for effective engagement by development partners and implications for monitoring and evaluation. Katarina has also recently evaluated Uganda’s Poverty Eradication Action Plan (PEAP) from a four-fold perspective - results and performance, institutional arrangements, political economy, and partnership - including key informant interviews with representatives from the government, parliament, academia, development partners and NGOs.
