Biography
Luca Pellerano is a Development Economist with comprehensive experience in the area of monitoring and evaluation of public policies, programmes and projects. Prior to joining OPM, he worked as a consultant at the Evaluation Unit of the Colombian government, where he acquired strong expertise in evaluation methodology design and participated in several impact evaluations of public programmes in the areas of social protection, education, nutrition, local development and peace consolidation. His previous experience also includes the design and development of a rapid evaluation tool that has become a main component of the Colombian National System of Evaluation. Luca is a specialist in survey design and econometric analysis and has a strong academic interest in mixed qualitative/quantitative methods in social research and the measurement of intangible assets, particularly participation and social capital. Luca has a PhD in Economics and Applied Quantitative Methods from the University of Genoa and an MSc in Economics from University College, London.
