Biography

Dr Ludovico Carraro is a Principal Consultant at OPM, specialising in welfare analysis and social assistance and monitoring and evaluation of project impact assessments, especially on living standards. He has provided technical assistance and advice in the area of poverty monitoring and analysis in many countries, including Albania, China, Kyrgyzstan, Moldova, Mongolia, Pakistan and the Slovak Republic. Ludovico is currently working on the design and implementation of the Food Stamp Programme in Mongolia and supporting a study on child poverty and ways to improve the antipoverty effectiveness of social assistance in rural China. Until recently, he worked on a social assistance reform project in Moldova where he contributed to the design of the social support benefit and led the development of the monitoring and evaluation system of the same benefit. In previous years, he worked on the design and analysis of various project beneficiary impact assessments (Basic Education in Western Areas Project in China, Conditional Cash Transfers in Kenya, social assistance in Serbia and Lady Health Worker project in Pakistan). He has also worked as a short-term lecturer in economics at the University of Bologna and the University of Venice, as welll as in research methods and econometrics at the Beijing Normal University.
