Biography
Martin Rimmer is a Principal Economist with OPM’s PSFM programme and leads their portfolio on regional development and local governance. Martin has more than 25 years’ experience in developing countries where he has worked in a wide range of areas. He has extensive experience of working in South Asia, sub-Saharan Africa, and the FSU and as a team leader of large and complex projects.
Martin was team leader of both the design and implementation phases of the DFID-funded Pakistan Participatory Poverty Assessment. He has worked as a senior advisor on the Armenia Regional Development Project (ARDEP) where he has been responsible for: the participatory poverty assessment in two regions; a regional monitoring and evaluation framework; an annual work planning system; donor forums; and, strengthening the use of data for results based management. Martin was also recently an advisor to DFID on the provision of budget support to the Palestinian Authority.
In addition to local and regional development, his main areas of interest include: Poverty Reduction Strategy Papers (PRSPs), monitoring and evaluation, poverty assessment, social safety nets, and participatory methods.
