Biography

Mike Naylor is a Principal Consultant for OPM's Social Policy Programme. He is a highly experienced health professional with over 30 years' experience in advising donors, recipient governments and health service providers on how to make health services work for the poor through being more efficient, effective and equitable. He has worked extensively with senior management, identifying key organisational and management issues and bottlenecks and innovative ways to address them. He has also managed several large and complex technical assistance projects for DFID and other donors, both as a provider of technical assistance himself and a manager of technical assistance procurement, in countries including Georgia, Cambodia and Afghanistan. Recently, Mike led the OPM teams delivering the DFID Primary Health Care Support Project in Georgia and the design of the next stage of development partner support to the health sector in Cambodia. Currently, he is the team leader of a multi-year project in Kazakhstan and providing technical coordination of a health programme costing over US$300 million. Previously, he led Asian Development Bank projects building capacity within the health service of Afghanistan and developing and implementing health sector reform strategies in the northwest frontier province of Pakistan. For seven years he has been a senior member of the team monitoring the DFID PATHS Project in Nigeria, which has included substantial elements of capacity building. Mike also possesses high-level experience of health services management with 25 years’ work in the UK's National Health Service and in developing countries, covering both the public and private sectors. From 1996 to 2000, he was the Regional Coordinator and CEO of Aga Khan Health Services in East Africa, based in Nairobi.
