Biography
Patrick Ward is the Director of OPM's Statistics, Evidence and Accountability Programme. He has more than 15 years' experience in monitoring and evaluating social sector programmes, including in health, education, social protection and nutrition. He has extensive experience in designing, managing and analysing large quantitative surveys for national monitoring processes and for the evaluation of specific programmes. He has also undertaken analysis of routine service delivery data in the health, education and other sectors. His work includes the provision of support and capacity development for national statistical offices in the implementation of multi-sector household surveys, often involving extensive dialogue with users. These instruments are core tools for monitoring government and programme performance. In Tanzania, he supported various elements of the government poverty monitoring system, including several rounds of the Household Budget Survey, the derivation of proxy poverty indicators, a review of Poverty Reduction Strategy performance indicators and the development of a poverty line. He has supported the analysis of national household surveys in a number of other countries, including Angola, Rwanda and Pakistan. He is providing technical support for the development of district and local statistics by the National Institute of Statistics in Mozambique, drawing on a range of administrative sources and census data. He has been the team leader on two multi-annual, randomised controlled impact evaluations of cash transfer programmes in Kenya, one completed and one ongoing. He provided technical leadership for the quantitative evaluation of the national Community Health Worker Programme in Pakistan. In Nigeria, he managed a six-year project for the independent monitoring of a DFID-supported health sector reform programme. He also led the design, implementation and analysis of two rounds of a national survey on health service utilisation and expenditure in Georgia during a period of sector reform. He has worked on projects financed by DFID UK, the World Bank, UNICEF, donor basket funds and developing country governments.
