Biography

Philip Castle is the first point of contact for all administration matters of the Public Sector Finance and Management (PSFM) Programme. Philip has worked in the international development sector for 11 years and has been Administration Manager of the PSFM Programme since 1999. Philip has extensive experience of technical and financial country research as part of proposals for large-scale projects throughout the world and has extensive experience of programme and project cycle activities through the administration and financial management of projects for a range of clients including DFID, the World Bank and the EC. Philip has managed and administered the whole project cycle from planning through to implementation, dealing with tendering, budgeting, contract negotiation, management of suppliers, client liaison, and financial management.
