Biography
Philippe is an experienced statistician and macro economist. He specialises in poverty analysis, having contributed to the Poverty Profile Report in Rwanda in 2002, and statistical survey design and management, leading several household surveys in Rwanda. He has been involved in the institutional reform and capacity building of the National Statistical Systems, as well as aiding the Government of Rwanda with their Monitoring and Evaluation Framework for the design of the National Poverty Reduction Strategy Paper and the Millennium Development Goals.
He has a large amount of experience in macroeconomic statistics. He played a key role in the elaboration of the Growth Domestic Product estimates in Rwanda, the publication of the Rwanda Development Indicators and contributed to the benchmarking GDP process. He led the work on the Consumption Expenditure and Poverty Analysis in Rwanda, using the Household Living Condition Survey data. He has also authored a wide range of publications on statistical analysis, poverty reduction and other related topics.
