Roger Cooke

Biography

Roger Cooke joined OPM as Managing Director in March 2002. Roger Cooke moved from PwC where, having been made a partner in 1984, he at various stages ran the firm's public sector management consulting group, its strategy, marketing and privatisations consulting groups and its organisational and human resources consulting group, and he had global responsibility for organisational and human resource services to the government, education, posts and transportation industries. He also led the development of the firm's global change management service methodology.

Roger Cooke has led numerous high level consultancy projects in public administration and utilities restructuring and reform, within international agencies, national government departments, public utilities and non-profit organisations in both developed and developing countries. He has advised extensively at international, national, sector and organisation level on institutional framework and organisational restructuring, human capital development, pay reform and the management of change. He spent a period on secondment to the UK government department with central responsibility for machinery of government and personnel management throughout the home civil service. He has also advised extensively within the private sector.

Roger Cooke's geographical experience includes central, southern and west Africa, Egypt and other parts of the middle east, eastern Europe, east and south-east Asia and the eastern Caribbean, as well as western Europe, North America and Australia.

Roger Cooke stepped down from his role as Managing Director of OPM in early 2009 but continues to provide consultancy services for the company.
