Biography

Roger Hay is the Director of Oxford Policy Institute. Until he retired from OPM at the end of September 2005, he was its most senior health consultant and for many years its Managing Director. For the last fifteen years he has worked with senior public sector managers designing and implementing reforms and for the last ten has been specifically involved in health. Roger Hay's recent work has concentrated on the challenges of managing pluralistic health systems and supporting governments in considering the most effective use of public funds for health care in a resource constrained environment. He has been involved in the development of sector-wide approaches in Zimbabwe and Uganda. He has led support for a participatory process of consultation on the second Five Year Programme of Work for the Health Sector in Ghana. As the World Bank and DFID-funded Lead Consultant in Bangladesh he provided support for a government consultative process on health sector reforms leading up to the development of a long term investment plan for the sector. He has managed a long term programme in Georgia funded by DFID to support primary healthcare reforms and in Cambodia to support reforms in health workforce incentives. As a result, he can be expected to bring particular expertise to the options available for financial, organisational and workforce reforms in the public sector and, in particular, for effective strategies to improve health service productivity and for targeting health care services to the poor.
