Biography
Simon Brook is a Senior Consultant within OPM's Social Development portfolio. He currently works on issues of accountability; participation; qualitative and participatory methods for poverty and policy analysis; monitoring and evaluation; and civil society strengthening. Simon is currently project manager for a review of social sustainability practices within the $650-million Multi-donor Fund for Aceh and Nias. He also recently managed the final evaluation of the Jamaica Social Investment Fund's (JSIF) National Community Development Project. Other recent work includes the development of a combined-methods approach to measuring/monitoring empowerment in four countries (leading the work in Jamaica on police-youth relations) and ongoing inputs into the DFID-financed social assistance reform project in Moldova on both monitoring and evaluation and stakeholder consultation and civil society.
Since 1998 he has worked in a range of development contexts: with local NGOs in the Philippines on sustainable agriculture and natural resource management, community development, participatory planning, agrarian reform and local governance; as a freelance consultant on the Pakistan Participatory Poverty Assessment (DFID), on monitoring empowerment (World Bank) and on Tools for Institutional, Political and Social analysis (DFID); and with Oxfam GB as Monitoring and Evaluation Coordinator on their tsunami humanitarian response programme in Aceh and Nias, Indonesia. Simon has an MSc (Econ) with Distinction in Social Development Planning and Management.
