Biography
As Principal Consultant for financial and private sector development, he has participated in a number of assignments. For example, during 2010 and 2011, Sukhwinder worked on a funding mechanism for the Girl's Education Challenge (with DFID UK), assessed the feasibility of a trade and investment facilitation fund for south Asia (with the IFC), led an OPM team undertaking a feasibility study for a Microfinance Capacity Building Facility for Africa (for DFID UK and the World Bank), developed guiding principles for donor’s support for improving financing for small and medium enterprises (for DANIDA) and led a project completion review for the Financial Sector Deepening Trust (for DFID, Kenya).
Between 1996 and 2006, Sukhwinder worked with DFID UK at its Dhaka, London and Delhi offices on private sector development. During 2003 to 2006, he worked at DFID Headquarters in London as a member of the Financial Sector Team that advocated increased access to financial services and policy linkages between financial sector development, economic growth and poverty reduction. During that time, he was also lead adviser to the Financial Deepening Challenge Fund, which competitively selected private enterprises from 12 countries to conceptualise and implement innovative programmes to expand access to financial services.
In addition, Sukhwinder has contributed to two influential books: ‘The Poor and Their Money' (with Stuart Rutherford) and ‘Small Customer, Big Market: Commercial Banks in Microfinance’ (with Malcolm Harper). He is also a member of the steering committee for Microfinance Club UK.
