Biography
Tom is currently Country Manager of OPM’s New Delhi Office. His background is social protection, monitoring and evaluation and performance management. Tom joined OPM after being an ODI Fellow in the Ministry of Finance and Development Planning, Government of Lesotho, and then running a tourism focused social enterprise. For OPM, Tom has mainly worked on large scale quantitative and qualitative impact evaluations in Pakistan, including evaluating the impact of the 2010 floods and the Government’s relief response. Since moving to Delhi, he has been managing OPM’s work developing a Monitoring and Evaluation system for DfID’s Poorest Areas Civil Society Programme. He is also managing the DfID funded Bihar Child Support Program where OPM are supporting the Government of Bihar to design, implement and evaluate a maternal and child health cash transfer.
