Biography

Val Imber is a highly experienced public policy specialist with almost  40 years experience in the UK and US governments, EU, developing countries and international organisations.  During her career in the Civil service she worked in the  Department of Health and Social Security and Her Majesty’s Treasury with a spell in the US Office of Management and Budget in the Executive Office of the President.  She subsequently worked as a consultant for DFID and until 2007 was a principal consultant  with Oxford Policy Management, where she is currently an Associate.  

Throughout her career Val has demonstrated strong policy making and international negotiating  skills, working with politicians senior civil servants and specialists.  Her strong communication skills include preparing documents, official publications, lobby notes, speech writing, establishing committees and other administrative systems.  Her management skills include running mixed skill policy making teams and designing and managing planning, budgeting and evaluation systems.

Val has expertise in public sector policy making, public expenditure planning and control, privatisation and regulation  policy skills and in design of both formal and informal institutions for inter- and intra-governmental co-ordination, e.g. public/private sector liaison, public purchasing, and has kept abreast of the latest developments across the whole spectrum of her experience, most recently working in the fields of aid effectiveness and donor harmonisation.
