Biography

Zoë Scott specialises in aid policy and governance work, with over 10 years’ research and practitioner experience.  Zoë’s recent work on aid effectiveness has included research into aid flows to Africa and changes in the multilateral aid system, the design of in-country systems for aid coordination and reporting, and the provision of strategic advice to donors on improving aid effectiveness.  Zoë also has extensive governance experience, having recently led the Mozambique country study for a major OECD evaluation into public sector governance reforms, researched the governance impacts of mining in Tanzania and co-authored an analytical review for DFID into the impact of governance work globally.  She has also worked on fragile states, decentralisation, political economy analysis and led research teams for governance assessments of Uganda and Rwanda. 

Prior to joining OPM, Zoe spent seven years as a Research Fellow at the Governance and Social Development Resource Centre, providing policy relevant research to DFID and AusAID.  She has worked for several other donor agencies including the World Bank, the European Commission, UNDP, UNICEF and UNAIDS.  Zoe has worked in a variety of developing countries, and lived in sub-Saharan Africa and Eastern Europe.  She holds a Masters degree in Law in Development and trained as a public finance specialist for PriceWaterhouseCoopers.  She is the staff nominated representative on the OPM Board.
