The Third High Level Forum on Aid Effectiveness (Third HLF) will take place in Accra, Ghana, in September 2008. It will involve ministers from over 100 countries, heads of bilateral and multilateral development agencies, donor organizations, and civil society organizations from around the world. The HLF is intended to:

  • Review progress in improving aid effectiveness since the Paris Declaration in 2005.
  • Broaden the dialogue to include newer actors.
  • Chart a course for continuing international action on aid effectiveness.

OPM has been involved in preparing background studies to inform discussion in a series of the Round Tables on specific aid policy issues that will take place at Accra.

  • A study of how effectively gender, rights and exclusion are being addressed through the aid instruments, country level dialogue, relationships and decision-making processes that the Paris Declaration promotes. The study is based on six country case studies and provides recommendations on how to improve the complementarities between the Paris Declaration and the promotion of equity and rights.
  • An assessment of international and regional mutual accountability mechanisms around the Paris Declaration and other donor and partner commitments, recommending options to address accountability deficits and to change donor behaviour.
  • A review of the applicability of the Paris Declaration in fragile situations and conflict-affected countries, including an assessment of lessons for effective engagement by development partners and implications for monitoring and evaluation.
  • Development of a framework for the evaluation of statistical capacity building based on fieldwork in Zambia, Niger, and Cambodia, case studies of DFID and Sida and desk research on several more countries and organisations.
