OPM undertook a study to compare actual global aid allocation to what would be implied by various concepts of optimal or "poverty efficient" aid allocation. The focus of the study was on whether there are groups of countries that could be termed "aid orphans" or "aid darlings" - that is, that receive either significantly less or significantly more aid than considerations of "poverty efficiency" as a guiding principle for the allocation of aid between countries would imply. The study was presented in a seminar at DFID.
