Aid Strategies and Policies

OPM advises bilateral and multilateral development agencies, and national governments in aid receiving countries, on a wide range of strategic and policy issues relating to the effective use of aid. In addition, OPM has a strong track record in Aid Evaluation particularly the evaluation and strategic review of donor country programmes.

Recent advisory work includes the following:

  • Preparation of a transparency and accountability policy for GAVI
  • A study for the Advisory Board on Irish Aid on measuring the impact of aid
  • Advice on measuring development effectiveness in Bolivia
  • A study for Irish Aid on its engagement with UN agencies
  • Advice to the States of Jersey on overseas aid policy
  • Support to the design of the Somalia Multi Donor Trust Fund
  • Support to the development of a national aid policy in Yemen
  • Strategic advice to the UN Relief and Works Agency
  • Preparation of a study on policy coherence issues for the DFID 2006 White Paper
  • Supported to the management of donor coordination and development of a national aid policy document in Albania
  • Support to the management of donor coordination within the social protection sector in Moldova       
  • Studies and consultations with bilateral donors on policies for aid allocation.

OPM has also carried out an influential study of issues in the provision of technical assistance.
