This involved carrying out an assessment of lessons from the current programme, examining features of the countries that affect the rationale for DFID involvement in the region (levels of poverty, progress in economic and political reform), and the environment for aid effectiveness. On the basis of this analysis, proposals for the future of the DFID programme and for wider UK engagement in each of the countries were developed based on a review of Strategic Options.
